On November 24-25, the General Department of Taxation, in collaboration with the Japan International Cooperation Agency (JICA), organized a seminar on "Tax Management for High-Income Individual Taxpayers."

The seminar attracted the participation of numerous domestic and international experts

The seminar was held both in-person and online at 54 locations across the country, attracting a large number of representatives from units under the General Department of Taxation, 9 key regional tax departments, and leading experts from Japan.

In Hanoi, the seminar welcomed representatives from units under the General Department of Taxation and 9 Tax Departments: Hanoi, Ho Chi Minh City, Dong Nai, Binh Duong, Hung Yen, Vinh Phuc, Bac Ninh, Ha Nam, and Hai Phong City.

The Japanese delegation included Mr. Ota Hidetaka - Chief Advisor of the JICA project, JICA project experts, and Mr. Suzuo Yasuhiko - Professor and Lecturer at the National Tax College of Japan.

Highlights of the seminar:

  • Experts share international experience: Japanese experts shared their experience in tax management for high-income individuals, contributing to the improvement of Vietnam's tax administration capacity.

  • In-depth discussions: Participants had the opportunity to engage in in-depth discussions on issues related to tax management for high-income individuals.

  • Raising tax compliance awareness: The seminar aimed to raise tax compliance awareness among high-income individuals, ensuring proper and full tax collection for the state budget.

The seminar on "Tax Management for High-Income Individual Taxpayers" was a significant event, contributing to the promotion of effective tax management, ensuring revenue for the state budget, and fostering socio-economic development.

According to the program, seminar participants heard from domestic tax experts and Japanese experts who shared their experiences on: Management and inspection plans for high-income taxpayers; Information collection to detect taxpayers who fail to file or underreport; Personal income tax (PIT) inspection system; Inspections of high-income taxpayers; Inspection cases; Promoting digital transformation in inspection work; and Measures to improve tax compliance.

Speaking at the seminar, Mr. Nguyen Quy Trung - Deputy Director of the Department of Small and Medium Enterprise, Household Business, and Individual Tax Administration (General Department of Taxation) said that this was the third seminar held under Component 2 on tax management for small and medium enterprises and individuals, part of the "Enhancing Tax Administration Efficiency through International Experience" project funded by JICA.

The project has a duration of 58 months, from September 2020 to June 2025, with the overall goal of supporting activities to build transparent and complete policy institutions, enhance tax administration capacity, and reform tax administrative procedures. This aims to increase revenue through fair and effective tax management.

Mr. Nguyen Quy Trung noted that Vietnam is witnessing the emergence of a growing segment of high-income individuals who contribute significantly to the state budget through taxes.

In recent times, through tax administration, the tax sector has recognized that high-income individuals often have multiple sources of income and may pose a high risk of tax evasion. Therefore, referencing and learning from international experience in tax management for high-income individuals is necessary not only to raise tax compliance awareness among individuals but also to ensure proper and full tax collection for the state budget.

Through the two-day seminar program, Deputy Director Nguyen Quy Trung expressed confidence that participants would gain valuable knowledge and international experience from Japanese experts to apply and promote in their work.

Deputy Director Nguyen Quy Trung hoped to hear experts exchange and discuss practical content that would serve as a foundation for effective tax management of high-income individuals in Vietnam in the coming time. He also expressed hope that, through the seminar, tax officials would gain valuable knowledge and international experience from Japanese experts to apply and promote in their work.

Speaking at the seminar, Mr. Ota Hidetaka - Chief Advisor of the JICA project, shared that tax management for small and medium enterprises and individual household businesses, specifically the content related to managing high-income individuals and the wealthy class in society, is one of the areas covered within the framework of the JICA project.

Along with Vietnam's economic development, the number of high-income individuals and the wealthy class in society has been increasing recently. With Vietnam's current economic growth rate, coupled with the government's goal of achieving a GDP ranking of 20th by 2050, the number of wealthy individuals in Vietnamese society is expected to increase significantly.

Sharing his experience in tax management for high-income individuals, Mr. Ota Hidetaka noted that the current structure of personal income tax (PIT) in Vietnam does not account for a high proportion of total tax revenue. Therefore, the challenge for Vietnamese tax authorities is how to effectively manage this high-income group to ensure appropriate and fair tax collection.
